If you move users into a configuration group or change their organizational unit and 2-Step Verification isn’t required, their accounts are no longer protected by 2-Step Verification. The authenticator app doesn’t require internet access either, so you can get a Google Authenticator code if your phone is offline. Install Google Authenticator on your new phone. Accounts are still protected by 2-Step Verification, and backup codes are easy to generate. If you’ve got two Android phones, you can transfer your accounts to a new phone by exporting them via a QR code generated by the Authenticator app. If you need to recover an account, use backup codes.
